Consider replacing the current registration process with a system that checks your ID and determines which races, if any, you're legally allowed to vote in. Hurdle: verification of residency might need a separate process. This would allow for a less fraud-prone same-day registration assuming that residency verification is possible in such a system.
Of course, require photo ID to vote. Any worthy replacement for the current registration system relies on photo ID.
If we keep the current registration system, purge all registrations soon after the start of a presidential term, i.e. every 4 years. A week after the start date should be a good time. If you can't re-register yourself every 4 years, you probably can't get to a polling place, either.
Limit absentee ballots (if we have any at all) to people who can't get to a polling place due to military deployment or long-term disability (not redundant under Current Year logic). Limit early voting to people who work in emergency services, national defense, critical infrastructure, and direct support services for the previous three.
Require all ballots to be printed on one side only. Require a combination of ink, paper, and marker that smudges as little as possible or not at all while being handled by any person or device.
Require all ballots to be marked by a live person and counted by a live person with complete chain of custody.
Look at the cheap anti-fraud measures used in less-developed countries, e.g. inking a finger for all to see.
