One explanation I've heard for not just dumping the illegals into Mexico is that the feds would force Texas to take the illegals back and/or spur a lawsuit that would force the illegals to be allowed back in and live off legal residents' taxes. To be fair, Texas is reportedly stepping up inspections on its southern border and trying to fill in the gaps left by the feds according to Todd Bensman.
