Billed for non-emergency care received for a dependent without my consent? Is the student informed that someone has to pay for it? Do they make the student sign a document that says they know this and store it somehere?

Receiving a bill with no other info for non-emergency care I had no say in would be enough to make me stop going or taking any dependents to whatever facility did that.
