Anyone with school-age children in the public school system who hasn't looked into, and isn't looking into alternatives, should request a psychiatric evaluation from their primary care doctor imo.

I'm not saying anyone with children in the public school system must be mentally ill to have them in there, but failure to even consider alternatives to this madness may well be a sign of a medical issue that needs treatment.
