Turns out the solution to the deaths of despair is to decriminalize drug use and use the resources formerly spent on drug law enforcement to deal with the life problems that lead people to self-destructive behavior.

But again, how do you resolve those life problems for a large number of people quickly and cheaply? How do you train up people who haven't done this sort of thing before? How do you get through to people who feel they are too far gone?
