Where are the civil libertarians?

I've been wondering that for a long while. The first sign that something was up with mainstream libertarianism was over a decade ago when all the "libertarian country" listicles waxed poetic about where you could legally buy which kinds of forbidden pleasures and not which ones have the strongest legal protections for personal liberty, least burdensome business regulations, etc.
