In practice, this will probably only really impact a child's ability to send stuff to strangers. Such a law would need a precise definition of "social media" for enforcement purposes.
Do we want to ban everyone under age 16 from sending emails or having a VOIP number or using online conferencing tools of any kind? That's what will happen if you define "social media" as any website or online service that allows a person to send messages or media to another person.
It would also probably have exceptions for communications with immediate family and friends as approved by parents and schoolteachers and coaches.
