EDIT: Found the link I was looking for. I had to not only rack my brain for which site I first found it on, I also had to take a stab at what the country was. Search engines were of little help, and search on the site the article was on was somewhat broken.

The bias against believing innocent people exist in federal elected office is understandable, however. There's also the (not entirely accurate) argument that if you're accused of doing something wrong, especially gravely wrong, you must have done something to warrant the accusation, if not the exact thing you're being accused of.
